Hubert H. Humphrey Fellowship

Fellowships are granted, through open merit-based competition, to mid-career professionals with a commitment to public service in the public or private sector, in the following fields:
Sustainable Development: Agricultural and rural development; Economic development; Finance and banking; Natural resources, environmental policy, and climate change; Urban and regional planning;
Democratic Institution Building: Communications/journalism; Law and human rights; Public policy analysis and public administration; Trafficking in persons policy and prevention; Technology policy and management; Human resource management;
Education: Educational administration, planning and policy; Higher education administration; Teaching of English as a foreign language;
Public Health: Public health policy and management; HIV/AIDS policy and prevention; Substance abuse education, treatment and prevention. Note: Candidates in this field must have either a research background in the field or demonstrated ability to learn the results and policy implications of current research; candidates must complete a supplementary field-specific application page.
Applicants are expected to take full advantage of a self-defined program of independent study at a leading U.S. university. The program offers a year of combined academic (NON-DEGREE) and professional work and awards a certificate from the U.S. Government.
THE APPLICATION PACKAGE will include:
• an application form;
• two letters of reference, submitted in the online application/or/sent directly to the Fulbright Commission office, one of which must be from an immediate supervisor of the applicant; the letters of reference should be written in English or should include an English translation;
• official academic transcripts and diplomas for all graduated levels, scanned and uploaded to the online application (Additional Information Section) or sent directly to office@fulbright.ro; documents must be accompanied by complete English translations; high-school transcripts and diploma are not required.
ELIGIBILITY
Applicants must have:
• Romanian citizenship; green card holders and persons with dual (Romanian and U.S.) citizenship are ineligible;
• at least a BA degree;
• five years of substantial professional experience, in the respective field, after completing a university degree;
• demonstrated leadership qualities and a record of public service;
• fluency in English (a valid TOEFL score will be required along the selection process);
• limited prior experience in the U.S.
Applicants should not be recent university graduates or university teachers/academic researchers with no management responsibilities (except in the fields of Substance Abuse Education, Prevention and Treatment and Teaching of English as a Foreign Language).
BENEFITS
The Hubert H. Humphrey Fellowship provides: tuition and university fees; monthly maintenance allowance; accident/sickness coverage; funding for books and professional activities; round-trip international travel to the host institution.
The Humphrey Program does not supply financial support for accompanying dependents.
GRANT DURATION: one year of non-degree graduate-level academic coursework and professional development activities.
SELECTION PROCESS:
After national selection, Romanian nominations are sent to the U.S. in early October in order to be assessed by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards are announced by February - March each year for the Fellowships beginning in August/September, the year following the application. Only short listed candidates will be notified.

The Fulbright Commission will inform applicants to submit a medical history and examination report if and when necessary.
Applications will not be considered if they are incomplete or submitted after the deadline of the competition.
